Jim Schier was Chief Architect for NASA’s Space Communications and Navigation Program. He led definition of the evolution of NASA’s architecture for Communications, Networking, Position, Navigation, and Timing services for the Moon and Mars for future science and exploration missions. He chaired the Interagency Operations Advisory Group (IOAG), an association of 15 national space agencies that develops and recommends means for achieving interoperable communications and navigation capabilities. Most recently, he cochaired the IOAG Committee to Study LunaNet Governance to identify the current state of cislunar governance in terms of binding laws and treaties as well as nonbinding policies and cooperation and to make recommendations for improvement. He joined NASA in 2004 after 25 years in industry where he worked on civil, defense, intelligence, and commercial space systems. He received the NASA Exceptional Service Award, Silver Snoopy, and the group award for redesigning the ISS.
