Theresa Quitto-Dickerson serves as the Commercial Space Policy & Industry Strategy Lead in the Policy, Advocacy & International Division at the Office of Space Commerce. She designs enterprise-level decision architectures that enable leadership to navigate complex regulatory, economic, and interagency space environments with clarity and discipline.

Her portfolio advances cross-cutting commercial space initiatives that strengthen U.S. competitiveness, enhance regulatory sequencing visibility, and align industry engagement with national economic and strategic priorities. She leads structured mission authorization synthesis, cross-agency regulatory mapping, workforce and ecosystem strategy development, and industry signal analysis to support executive decision readiness.

Theresa Quitto-Dickerson

Previously, Theresa served as Deputy TraCSS Program Manager and Deputy Director within the Space Operations Division, supporting national space traffic coordination efforts aligned with federal space policy. She has also led enterprise IT portfolio and acquisition strategy within NOAA’s Office of the Chief Information Officer, overseeing capital-scale modernization initiatives and multimillion-dollar federal programs across NOAA and other agencies.

In addition to her program leadership, Theresa serves as a Federal Acquisition Certification for Program and Project Managers instructor for the U.S. Department of Commerce. She is a Senior FAC-P/PM certified professional and a Digital Acquisition Professional (DTAP), supporting the development of the Department’s acquisition workforce and strengthening enterprise program management capabilities.

Her expertise includes federal acquisition lifecycle management, capital-scale program execution, portfolio governance, enterprise IT architecture, and risk-informed executive decision support. Theresa holds a Master of Business Administration and is a Doctor of Business Administration candidate focused on signal-based decision infrastructure in emerging technology sectors.
